The Kansas Legislature routinely authorizes KDFA to issue revenue bonds to finance projects on behalf of the Kansas Board of Regents for Regents Institutions (the "Regents Institutions") and other educational facilities within the purview of the Board of Regents (the "Board"). The Board is responsible for formulating policy under which the Regents Institutions and for certain purposes, community and technical colleges and Washburn University operate and for recommending to the state legislature the amount of state funds to be made available to each Regents Institution. The Regents govern the Regents Institutions which include Emporia State University, Fort Hays State University, Kansas State University, Kansas State University- Salina, Pittsburg State University, Wichita State University, the University of Kansas and the University of Kansas Medical Center.Revenue bonds have been issued for various purposes such as the construction of recreation complexes, residence halls, cafeterias, student centers, parking garages, laboratory facilities, stadium improvements and for the renovation of academic and research buildings and other campus facilities. The bonds are typically secured by various student fees, rental payments and other available revenues from the institutions.
